RELATORÍA ESPECIAL CONDENA ATENTADO EN COLOMBIA

Washington D.C., 16 de mayo de 2012— La Relatoría Especial para la Libertad de Expresión de la Comisión Interamericana de Derechos Humanos (CIDH) condena el atentado terrorista cometido en Bogotá contra Fernando Londoño Hoyos, director de un programa matinal en la Cadena Radial Súper, y la muerte de 2 de sus escoltas. La Relatoría Especial envía un mensaje de condolencia a los familiares de las víctimas e insta a las autoridades competentes a realizar una investigación diligente, oportuna y exhaustiva que identifique la causa y los autores del criminal atentado.

De acuerdo con la información recibida, el 15 de mayo un fuerte explosivo detonó en el vehículo donde viajaba el ex ministro del Interior y de Justicia, con el saldo de 2 víctimas fatales y al menos 41 heridos, algunos de especial gravedad. Aún se desconoce el motivo del atentado dado que existen hipótesis contradictorias sobre los posibles móviles perseguidos por los delincuentes. El ex ministro se encontraba protegido bajo un fuerte esquema de seguridad facilitado por el Gobierno dadas las amenazas que había recibido y, según los reportes conocidos, fue gracias al carro blindado con el cual contaba que pudo sobrevivir a este grave atentado. Sin embargo, su conductor Ricardo Rodríguez y uno de sus escoltas, Rosemberg Burbano, resultaron muertos. El Presidente de la República manifestó su contundente rechazo al atentado, ofreció una recompensa hasta de 500 millones de pesos (US$280.000) para quien dé información que pueda conducir a la captura de los responsables e integró una comisión especializada para identificar las verdaderas causas del atentado.

Para la Relatoría Especial es imprescindible que las autoridades actúen de manera oportuna para establecer la autoría y las causas del crimen, juzgar y condenar a sus responsables y exigir de estos una adecuada reparación a las víctimas de este grave atentado. Los actos terroristas destinados a impedir el ejercicio de la libertad de expresión de cualquier persona o para evitar los debates democráticos sobre asuntos de interés nacional deben ser sancionados de manera severa en proporción a la gravedad del daño cometido.

La Relatoría Especial para la Libertad de Expresión es una oficina creada por la Comisión Interamericana de Derechos Humanos (CIDH), a fin de estimular la defensa hemisférica del derecho a la libertad de pensamiento y expresión, considerando su papel fundamental en la consolidación y el desarrollo del sistema democrático.

OFFICE OF THE SPECIAL RAPPORTEUR CONDEMNS ATTACK IN COLOMBIA

Washington, D.C., May 16, 2012 – The Office of the Special Rapporteur for Freedom of Expression of the Inter-American Commission on Human Rights (IACHR) condemns the terrorist attack in Bogotá that targeted Fernando Londoño Hoyos, director of a morning show at the Super Radio Station, and the death of two of his bodyguards. The Office of the Special Rapporteur sends a message of condolence to the victims' families and urges the competent authorities to carry out a diligent, timely, and thorough investigation that identifies the motives and the perpetrators of the criminal act.

According to the information received, on May 15^th, a powerful explosive detonated in the vehicle where the ex-Minister of the Interior and of Justice was traveling, causing the death of two victims and injuries to at least 41 people, some of which were particularly serious. The motive for the attack is still unknown, although there are contradicting theories about the possible objectives of the criminals. The ex-Minister was being protected by a strong security detail provided by the Government in light of threats that he had received, and according to reports, the armored car that was given to him enabled him to survive this serious attack. Nevertheless, his driver, Ricardo Rodriguez, and one of his bodyguards, Rosemberg Burbano, were killed. The President of the Republic expressed his categorical rejection of the attack, offering a reward of up to 500 million pesos (US$ 280,000) for anyone who provides information leading to the capture of the responsible parties, and a special commission has been formed to identify the causes of the attack.

For the Office of the Special Rapporteur, it is necessary for the authorities to act in a timely manner to identify the masterminds and the causes of this crime, to prosecute and sanction the responsible parties, and to demand that they provide adequate reparations to the victims of this serious attack. Terrorist acts that seek to impede the exercise of freedom of expression of any person or to bypass democratic debate about matters of national interest should be met with strict punishment that is proportionate to the level of harm caused.

The Office of the Special Rapporteur for Freedom of Expression was created by the Inter-American Commission on Human Rights (IACHR) to encourage the defense of the right to freedom of thought and expression in the hemisphere, given the fundamental role this right plays in consolidating and developing the democratic system.
